여성가족부는 이런 내용을 담은 `제3차 양성평등정책 기본계획`(2023∼2027년)을 심의·의결했다고 26일 밝혔다.
양성평등정책 기본계획은 1998년 수립된 여성정책 기본계획에서 시작돼 2015년 양성평등정책 기본계획으로 개정됐다. 기존 제2차 기본계획(2018∼2022년)이 여성의 고용과 사회참여를 보장하고 일·생활 균형, 남녀평등 의식을 높이는 데 초점을 맞췄다면 이번 제3차 계획에는 성별 임금격차 해소, 코로나19로 심화한 돌봄부담 완화, 5대 폭력 근절을 위한 과제를 담았다.
정부는 우선 윤석열 대통령 공약사항인 성별근로공시제를 기업 자율로 추진할 방침이다. 성별근로공시제는 각 기업이 직원 채용-근로-퇴사 단계까지 중요 항목에 대해 성별 데이터를 외부에 공개하도록 하는 것이다.

서울 송파구에 거주하는 오모(64) 씨는 지난 6일 오전 9시 자신의 SUV 차량으로 손자를 유치원에 등원시키려다 아파트 단지 1층에 주차 돼 있던 차량 7대를 들이받는 큰 사고를 겪었다. 손자가 탑승하는 순간 멈춰있던 차가 갑자기 굉음을 내며 앞으로 튀어나갔고, 전방에 있던 차량과 나무를 잇달아 들이받은 뒤에야 멈춰섰다고 그는 말했다. 오씨는 "차량이 스스로 움직였고 브레이크를 밟아도 작동하지 않았다"며 제조사에 ‘급발진’ 조사를 의뢰했다.운전대책위원회그러나 차에는 아무런 문제가 없다는 결과가 나왔다. 억울한 마음에 경찰에도 사건을 의뢰했지만 기록 확인이 어렵다는 답이 돌아왔다. 33년 운전경력의 오 씨는 당시 사고로 정신적 충격을 받아 현재 같은 차량으로는 운전을 하지 못하고 있다. 오 씨는 "차량 사고기록장치(EDR) 분석에서는 운전자가 브레이크를 밟지 않았다고 하는데 제조사를 상대로 이를 반박할 방법이 없다"며 "민사소송도 생각해봤지만 주변에선 ‘달걀로 바위 치기’라며 만류한다"고 말했다.
최근 급발진으로 추정되는 사고가 계속되면서 사회적 관심이 높아지고 있다. 특히 할머니가 운전하던 차량이 지하통로로 추락해 12살 손자가 숨진 ‘강릉 급발진 의심 사고’가 민사소송으로 이어지며 급발진의 원인을 운전자가 증명해야 하는 현 시스템을 개선해야 한다는 목소리가 나온다.
22일 관련 업계에 따르면 최근 6년 간 국토교통부에 접수된 200여 건의 자동차 급발진 피해 신고 중 결함이 인정된 사례는 단 한 건도 없다. 국회 국토교통위원회 홍기원(더불어민주당) 의원이 국토교통부 산하 교통안전공단으로부터 제출받은 ‘자동차리콜센터 급발진 신고현황’ 자료를 보면 급발진 사고 피해접수는 2017년 58건, 2018년 39건, 2019년 33건, 2020년 25건, 2021년 39건, 2022년(1∼7월) 7건으로 나타났다.
자동차 유종별로는 경유 차량 72건, 휘발유 65건, 액화석유가스(LPG) 25건, 전기 20건, 하이브리드 19건 등이었다. 제조사별 피해 신고 건수는 현대자동차 95건, 기아차 29건, 르노 18건, BMW 15건, 쌍용차 11건, 한국GM 9건, 벤츠 7건, 폭스바겐 6건, 도요타·혼다(이상 3건) 순이었다.
교통안전공단 자동차리콜센터는 국토부에서 운영하는 자동차의 제작결함조사 제도로 급발진 차량에 대해 지속해서 전수 조사를 하고 있다. 하지만 차량 결함에 의한 급발진으로 인정된 사례는 단 한 건도 없고, 원인 규명도 이뤄지지 않고 있다. 홍 의원은 "급발진 사고는 예고 없이 큰 인명피해로 이어질 수 있는 만큼 관계부처는 사고 피해자의 구제율을 높일 방안과 사고방지 대책을 강구해야 한다"며 "끊임없이 발생하는 급발진 사고의 원인을 밝히기 위해선 제조사들의 적극적인 개선 노력도 필요하다"고 말했다.
급발진 조사가 사실상 제조사에 의해 일방적으로 이뤄지고 있는 만큼 국가가 공인하는 조사기관을 확대해야 한다는 의견도 있다. 이호근 대덕대 자동차학과 교수는 "급발진 문제는 오래 전부터 지적돼 왔지만 운전자를 위한 개선책은 여전히 마련되지 않고 있다"며 "거대 제조사를 상대로 개인이 무과실을 입증해야 한다는 게 가장 큰 문제"라고 지적했다. 이 교수는 "사고 조사의 객관성을 높이기 위해 준공공기관이나 충분한 인프라를 갖춘 대학 연구기관 등에도 급발진을 검증할 수 있는 자격을 부여할 필요가 있다"고 말했다.
기도가 ‘개인형 이동장치(PM) 주차시설’ 사업의 중단으로 PM 안전 문제가 심각(경기일보 2022년 12월20일자 1면)한 가운데 종합적인 안전 대책 마련을 위해 관계기관과 머리를 맞댔다.
12일 경기도에 따르면 도는 지난 11일 경기도경제과학진흥원에서 경기교통공사 등과 ‘개인형 이동장치 안전 이용 환경조성을 위한 관계기관 간담회’를 열었다.
간담회 1부에서는 김필수 한국PM산업협회장과 김숙희 수원시정연구원이 각각 ‘경기도 공유 개인형 이동장치(PM) 현황 및 정책 고려사항’, ‘개인형 이동장치 이용 활성화 및 안전관리방안’을 주제로 발표에 나섰다.
2부에서는 PM 무면허 운전, 안전모 미착용, 불법 주정차 문제 등을 해결하기 위해 관계기관과 협력 방안을 논의했다. 특히 도는 PM과 관련한 주요 민원 사례를 공유하고, 방치 및 안전 문제를 해결하기 위해 관계기관에 구체적인 실행계획을 마련할 것을 요구했다.
이날 간담회에는 허원 경기도의회 건설교통위원회 부위원장(국민의힘·이천2), 김동영 도의원(더불어민주당·남양주4)을 비롯해 경기도남·북부자치경찰위원회 및 경찰청, 경기도교육청, 한국PM산업협회, PM 민간 대여 사업자 등이 참석했다.
김동영 도의원은 “PM 이용 편의성과 산업활성화 부분에 공감하며, 미성년자 무면허 운전 등 관련 문제 해결을 위해 교육청, 경찰청 등 관계기관의 협조가 필요하다”며 “공공에서는 행정적 지원, 민간에서는 데이터 공유 등으로 개인형 이동장치 관련 문제를 해결해야 할 것”이라고 강조했다.
박래혁 도 광역교통정책과장은 “변화하는 교통환경에 맞춰 PM에 대한 안전 대책 마련이 중요하다”며 “간담회에서 나온 의견을 반영해 안전한 PM 이용 환경을 만들기 위한 방안을 지속적으로 논의하겠다”고 말했다.
경기 화성시는 대설 예비특보가 발표됨에 따라 재난안전대책본부를 가동, 야간제설 및 후속 제설 등 종합대책을 마련했다고 26일 밝혔다.
시는 밤부터 내리는 많은 양의 눈이 도로에 쌓이는 것을 막을 수 있도록 제설 차량에 삽날과 함께 친환경 제설재를 사용하는 습염식 일체형 살포기를 장착하고, 고갯마루와 교량 등 결빙 취약구간에 자동 염수분사장치를 활용하기로 했다.
또 시 전역에 설치된 CCTV를 활용해 기상과 도로상황을 수시로 모니터링하고 눈이 그친 후에는 골목길과 인도, 이면도로, 버스정류장, 지하철 입구 등 유동인구가 많은 지역을 중심으로 발 빠른 후속 제설을 추진할 계획이다.
이와 함께 비닐하우스와 양식시설 등 농·축·수산시설의 피해 최소화를 위해 제설 및 보강작업 필요성을 안내하고 문자메시지, SNS, 옥외전광판 등을 통해 도로통제, 도로결빙 등 돌발 상황과 대중교통이용, 빙판길 안전운전, 기상 및 주의사항을 시민들에게 전파할 예정이다.
이밖에 시민들이 직접 제설재를 이용할 수 있도록 제설함을 채웠으며 제설함 비치가 어려운 지역은 제설재를 배치했다.
정명근 시장은 “철저한 대비로 시민들이 불편을 겪지 않도록 할 것”이라며 시민들도 빙판길 안전과 시설물 붕괴 사고 등에 주의해 줄 것을 당부했다.
한편 시는 수시로 제설재 사용량과 제설 장비를 점검하고, 긴급 상황 발생 시 타 지역에 지원을 요청할 수 있도록 상호응원체계를 마련했다.
당정이 설 연휴 기간 의료·안전·교통 등 각 분야 특별 안전 대책을 마련, 추진하기로 했다. 음주운전 단속을 강화하고 의료 공백이 생기지 않도록 응급 의료기관을 평소처럼 24시간 운영한다는 방침이다. 코로나19 확산 방지를 위한 중국발 입국자 검역도 강화하기로 했다.
성일종 국민의힘 정책위의장은 17일 국회에서 열린 설 명절 특별 국민 안전 대책 당정 협의회가 끝난 뒤 기자들과 만나 "경찰청에서 설 연휴 기간 음주 사고가 증가하는 데이터를 보고해 음주운전에 대한 특별 강화를 요청했다"고 이같이 밝혔다.
당은 연휴 기간 교통 사고가 많이 발생하는 경부고속도로와 제1순환 고속도로를 비롯해 교통사고 다발 지점에 대한 특별 대책 마련 등 경찰의 집중 배치를 정부에 요청했다.
당정은 이번 연휴 기간 이동 인원이 2648만명으로 전년 대비 2.1% 정도 증가할 것으로 예측했다. 일 평균 530만명으로 전년 대비 22.7% 증가해 이동할 것으로 보고 있다. 앞서 당정은 설 명절 4일간 고속도로 통행료를 면제하기로 했다.
또 "연휴 기간 응급 의료 공백이 생기지 않도록 정부에 특별히 주문했다"며 "응급 의료기관 410개와 응급 의료시설 115개를 24시간 운영하고, 동네 병·의원과 약국이 순번을 정해 휴무에 들어갈 수 있도록 보건복지부에 요청했다"고 설명했다.
이와 함께 화재 예방을 위해 이달 20~25일을 특별 경계 근무 기간으로 정해 전국 전통시장 1665곳, 요양병원 4764곳, 62개 쪽방촌과 2922개 주거용 비닐 하우스 등에 대한 안전 관리에도 집중한다는 계획이다.
특히 중국에서 입국하는 사람에 대한 검역 요청도 강화했다. 성 의장은 "고속도로 휴게소, 졸음 쉼터, 버스 터미널, 철도역사, 항공기, 여객선 등에 대한 방역을 강화하기로 했다"고 말했다.
실내 마스크 해제 추진과 관련해선 "코로나가 정점을 지나가는 데이터를 보고 가능한 신속하게 해달라고 요청했다"며 "확진자 수, 중증 환자에 대한 발생 빈도, 사망률을 고려해 발표할 것으로 알고 있다"고 밝혔다.
부산시는 교통 분야 안전지수 개선 대책의 하나로 ‘고령운전자 운전면허 반납 활성화 제도’를 개선했다고 21일 밝혔다. 시는 경찰의 적극적인 홍보 덕에 만 65세 이상 고령자의 운전면허 반납이 늘었지만 교통사고 예방을 위해서는 이를 더 늘릴 필요가 있다고 판단해 제도 개선에 나섰다. 경찰이 집계한 통계에 따르면 지난해 부산지역 내 운전면허를 반납한 고령운전자는 1만585명으로, 대상자의 3.61%가 반납했다. 이는 전국에서 가장 많은 숫자다.
우선 운전면허 반납이 이전보다 쉬워졌다. 그동안은 본인이 직접 경찰서나 거주지역 내 주민센터를 방문해야 운전면허를 반납할 수 있었으나 앞으로는 반납 대상자와의 관계가 인정되는 서류만 구비하면 대리인도 반납할 수 있다. 거동이 불편하거나 장소를 찾기 어려운 고령 운전자의 불편을 최소화하기 위해서다.
또 고령운전자가 운전면허를 반납할 때 지급하는 선불교통카드 지급처도 확대했다. 주민센터에서만 받을 수 있었으나 이제는 경찰서에서도 받을 수 있다. 이럴 때 경찰서에서 운전면허를 반납하고 곧바로 교통비도 받을 수 있어 번거로움을 덜 수 있다.
이와 함께 어린이의 안전의식 함양을 위한 교육 강화와 교통사고가 잦은 곳과 위험도로의 구조 개선, 교통체계 개선 등 도로환경 개선에도 나선다. 대각선 횡단보도와 회전교차로를 늘리는 안전시설 확충도 병행한다. 시 관계자는 “올해도 교통안전 개선을 위해 다양한 대책을 추진하겠다”고 말했다.
현대해상 교통기후환경연구소는 다가오는 설 연휴 기간을 맞아 교통안전 정보를 제공하기 위해 2018~2022년 설 연휴 기간에 발생한 교통사고 특성을 분석해 장거리 운전 안전대책을 발표했다.
현대해상은 사고 DB를 활용해 설 연휴 기간 전후의 사고 데이터를 비교한 결과, 설 연휴 기간에는 평상시 대비 장거리 운전으로 인한 졸음운전 사고 건수가 증가하고, 휴게소와 졸음쉼터 이용이 많아짐에 따라 관련 사고도 늘었다.
설 연휴 기간 졸음운전 사고 건수는 일평균 13.3건으로, 10.4건인 평상시 대비 약 28% 증가했고, 시간대별로는 졸음운전 사고의 42.8%가 오전 11시에서 오후 5시 사이에 발생해 낮 시간대에 집중되는 경향을 보였다.
겨울철에는 차량 히터를 사용하며 창문을 닫고 주행하는 경우가 많기 때문에 졸음사고를 예방하기 위해서는 주기적으로 창문을 열어 환기해주는게 좋다. 운전 전날 과도한 음주나 수면부족 등은 졸음운전 가능성을 높이므로 안전한 이동을 위해 컨디션 관리가 필수다.
이 외에도 가족단위 이동, 도로 정체로 인해 휴게소와 졸음쉼터 이용이 늘어남에 따라 관련 사고도 증가했다. 설 연휴 기간 휴게소·졸음쉼터 관련 사고 건수는 일평균 1.2건 에서 2.5건으로 2배 이상 증가했다. 시설 내에서 발생한 사고는 55%, 도로에서 해당 시설 이용을 위한 진·출입 구간 사고는 45%로 집계됐다.
연휴 기간에는 평소보다 휴게소와 졸음쉼터 이용자가 많아 주차 또는 출차 시 사고가 빈번하고, 보행자 충돌사고 위험도 높기 때문에 서행해야 한다. 좁은 공간에서 시야 제한으로 인해 운전자가 보행자를 보지 못하는 경우가 있으므로 보행자는 주위를 살피며 보행해야 한다. 도로 정체구간에서는 차량 간 간격이 좁아 차로변경 시 접촉사고 위험이 높아지므로 휴게소와 졸음쉼터 진·출입을 위해 차로를 변경할 때 사고에 유의해야 한다.
설 연휴 기간에는 도로 노면 결빙사고에도 유의해야 한다. 작년 설 연휴에는 많은 눈이 내려 도로 결빙과 블랙아이스로 인해 344건의 사고가 발생했다. 겨울철 눈과 한파로 인한 미끄럼사고가 발생할 위험이 높기 때문에 날씨 예보를 확인해 이동 계획을 세우고, 차량을 이용해야 한다면 도로 노면의 결빙이나 눈에 보이지 않는 블랙아이스에 대비해 자동차 미끄럼방지 장치를 구비하는 것이 좋다.
전현명 현대해상 교통기후환경연구소 박사는 "장거리 운전으로 인한 졸음은 운전자가 인지하지 못한 상태에서 갑자기 찾아올 수 있으므로 졸음을 예방하기 위해 주기적인 환기와 휴게소 등에서의 휴식이 필요하다"며, "동승자가 잠을 자지 않고 운전에 방해되지 않는 선에서 대화를 나누거나 음악·라디오 채널을 바꿔주면 도움이 될 수 있다"고 밝혔다.
대리운전 기사가 고객의 차량을 운행해 주차 타워에 주차하고 차 안에 차주를 남겨둔 채 자리를 떴는데 이후 차주가 타워에서 추락해 숨졌다면 누구의 책임일까.
지난 16일 부산에서 대리운전을 이용해 집으로 돌아온 40대 A씨가 자신의 집 기계식 주차타워에서 떨어져 숨지는 황당한 사고가 발생했다.
경찰 등에 따르면 대리운전자 B씨는 타워에 차를 넣고 A씨가 차 안에 있는 상태에서 돌아갔다. 이를 몰랐던 한 입주민이 기계를 작동시켜 A씨의 차량을 올렸고 이후 잠에서 깬 A씨가 얼떨결에 차에서 내리면서 타워 바닥으로 떨어졌다.
관련 매뉴얼 부재로 책임 소재가 불분명한 데다 대리운전에 내재돼 있는 안전이라는 핵심가치까지 흐려진 모습이다.
◇대리운전자와 주차타워 관리인도 있었지만
이번 ‘주차타워 추락사’를 조사 중인 경찰은 골머리를 앓고 있다.
주차타워는 원칙적으로 타워 진입 전 운전자 외 동승자들은 모두 하차한 뒤 작동해야 하는데 이날 대리운전자 B씨는 A씨를 태운 채 타워에 진입했다. B씨가 현장에서 A씨로부터 직접 요금을 받았던 점으로 볼 때 당시 A씨는 의식이 있는 상태였던 것으로 짐작되지만 A씨가 차에서 내릴 수 없었던 부득이한 사정이 있었는지 등이 확인되지 않아 B씨의 과실 여부는 아직 밝혀지지 않고 있다.
업계 등에 따르면 대리운전기사의 업무 범위는 고객이 지정한 위치까지 차량을 운행한 뒤 주차하고 차량 키를 다시 차주에게 건네는 것까지다. 이 때문에 B씨에게 A씨의 귀가를 확인하지 않았던 부분에 대해 책임을 물을 수 있는지에 대한 기준이 애매한 상황이다.
또 경찰은 사고 당시 현장에 있던 주차타워 관리자의 책임과 역할에 차량 내 잠든 A씨를 발견하는 일이 포함되는지 등을 들여다보고 있지만 현재까지 명쾌한 답을 내리지 못하고 있는 것으로 전해졌다.
사건 마무리까지는 다소 시일이 걸릴 것으로 예상된다. 경찰 측은 현재 조사 중으로 자세한 내용은 밝힐 수 없다는 입장이다.
◇편리한 플랫폼의 그늘…대책 마련 시급
대리운전이나 오토바이 퀵 배달 등 사람과 사람을 연결한 뒤 정보 제공형태의 ‘콜’ 수수료를 받는 플랫폼 비즈니스가 급속히 성장하고 있지만 플랫폼 이용 근로자들의 관리감독은 제대로 이뤄지지 않고 있다.
사회 전반에 넓게 퍼져 있는 근로자들을 모아 정기적으로 교육·관리한다는 것은 사실상 어려운 구조라는 게 업계측의 주장이다. 이 때문에 현재까지 이렇다 할 매뉴얼이나 관련 정책은 없는 실정이다.
이번 ‘주차타워 추락사’의 경우 돌발 상황이 발생했을 때 대리운전기사가 어떻게 대처해야되는 지에 대한 정확한 지침이 있었다면 사고가 일어나지 않았거나 책임 소재가 명확하게 밝혀질 수 있었다.
한편 부산 지역의 일부 중소대리운전업체들은 나름의 체계를 갖추고 근로자들을 관리하고 있다는 입장이다. 부산지역 한 대리운전 업체 관계자는 “우리 업체의 경우 직급에 따라 등급을 나누고 각자 직급에 맞춘 교육을 실시하고 있다. 교육부장을 따로 두고 복장부터 안전까지 기사교육을 상시 진행하며 상황에 따라 기사들을 사무실로 불러서 집중 교육을 진행하기도 한다”고 설명했다.
그러면서 “현장에서 돌발상황이 발생했을 경우 기사들이 자의적으로 행동하지 않도록 하는 등에 대한 매뉴얼을 자체적으로 갖추고 있다”고 강조했다.
대리운전 이용 고객 대다수가 음주자들이어서 이들이 차에서 잠을 자거나 장시간 머물 경우 자칫 사고로 이어질 수 있기 때문에 재발 방지를 위한 대책 마련이 시급해 보인다.
올해로 8년차를 맞는 방문운전연수 전문업체 운전대책위원회가 자체 고객만족도 설문을 진행한 결과, 강사 만족도가 평균 4.73점을 달성했다.
운전대책위원회는 전국 지역 무관하게 도로연수가 필요한 이들에게 직접 방문해 운전연수 서비스를 제공해 오고 있는데, 2022년 12월 1일부터 31일까지 운전대책위원회의 방문도로연수를 받은 고객 379명을 대상으로 한 만족도 조사를 실시한 결과, 친절도와 지도실력 항목 모두 별점 5점 만점 중 4.73점으로 나타났다.
도로연수는 운전지도 강사가 가진 마인드와 실력이 가장 중요하기 때문에 업체 측은 금번 조사결과에 대해 중요한 강사 지표로 삼고 이후 연수 강사들의 평균 만족도를 금번 조사결과에 맞춰 유지, 발전시킨다는 계획이다.
운전대책위원회는 현재 8주년 기념 이벤트로 매월 5명을 추첨해 운전면허 발급을 위한 도로연수 및 장롱면허에서 탈피하고자 하는 운전연습이 필요한 이들을 대상으로 무료 운전연습을 제공하고 있는 중이며, 이와 별도로 ‘고물가 대비 빅세일 이벤트’도 진행해 자차연수와 학원차연수에 대해 할인을 적용하고 있다.
운전면허를 획득했지만 도로연수가 더 필요하다거나, 혹은 오랜 동안 운전을 하지 않은 소위 장롱면허인 경우 도로연수를 통해 운전실력을 키우는 것이 중요한데, 운전대책위원회의 금번 만족도 조사 결과는 방문도로연수가 필요한 이런 수요자들에게 중요한 선택요소가 될 것으로 보인다.
업체 관계자는 “오랜 동안 운영하면서 많은 고객님들의 감사 피드백을 받아왔지만 실제 만족도 조사를 진행해 좋은 지표를 받게 되니 감회가 새롭다”며 “베테랑 강사들로만 구성하면서 서비스 마인드도 철저하게 유지, 관리하고 있는 만큼 더 높은 만족도를 위해 노력하겠다”고 전했다.

겨울철 영하의 날씨가 지속되면서 농어촌 오지에서 도심으로 나올 수 있는 대중교통이 끊겨 주민들의 생활에 큰 타격을 주고 있다.
